Quick answer: There is currently no legal route for private operators to run online gambling ad campaigns targeting Thailand. Casino-style online gambling is not authorised under the Gambling Act B.E. 2478 (1935), a draft amendment that could authorise some online gambling remains a draft, and the Cabinet withdrew the casino (“entertainment complex”) bill in July 2025. Brands should exclude Thailand from gambling campaigns until a legal framework exists.
Thailand has debated legalising casinos and online gambling for years. Until those debates become law, advertising online gambling to Thai players carries serious legal risk. This page explains the current position.
The legal position in Thailand
- A draft amendment to the Gambling Act B.E. 2478 (1935) would bar online gambling unless authorised, and proposes 7 to 12 years’ imprisonment for organisers of unauthorised online gambling and for those who advertise or entice others into it, according to law firm Tilleke & Gibbins. It remained a draft at the time of reporting.
- On 8 July 2025, Thailand’s Cabinet withdrew the bill to legalise casinos in entertainment complexes, saying it would reintroduce it at an appropriate time (Khaosod English).
- Without an authorising law, offshore casinos and sportsbooks are not permitted to offer or advertise their services to Thai players.
What this means for advertisers
| Activity | Status |
|---|---|
| Online casino ads to Thai players | Not allowed |
| Online sports betting ads | Not allowed |
| Casino resort advertising | Not possible until a law is passed |
| Influencer gambling promotions | Not allowed |
What compliant brands should do
- Exclude Thailand from gambling and real-money gaming campaigns unless you hold an authorisation that covers it.
- Check that affiliates, influencers and media partners do the same.
- Remove landing pages, bonuses and payment options aimed at Thailand players.
- Watch for law changes and get local legal advice before any launch.
- Focus budgets on regulated markets where you are licensed.
CliqBetter does not run gambling campaigns for markets where the operator is not allowed to offer or advertise its services.
Mistakes to avoid
- Assuming an offshore licence makes advertising to Thailand legal.
- Using local influencers or “VPN” messaging to reach players.
- Disguising gambling offers as games or apps.
- Relying on old guides written before recent enforcement.
